| Abstract | The thorough analysis of the administrative aspect of waste water management, from which specific fields of action are derived, is the main objective of the paper. It is ascertained that the complexity of the legal framework requires reinforced coordination of all the co-responsible authorities, and that the improvement of the compliance with the applicable legislation presupposes, among other things, the reinforcement of auditing mechanisms. Moreover, it is made clear that assurance of a binding and reliable monitoring and control system is pending, which is the first decisive step for rational environment management. In addition, the complexity of the respective projects requires complete planning. The correct time planning, such as the one dictated by the relevant clauses (Directive 91/271/EEC), in combination with strict criteria for maturity that define project selection, as well as the assurance of proper operation and sustainability, are the most basic preconditions in order to achieve the intended environmental targets |
